The incident — the first of two aggravated assaults in the city within a 24-hour period — occurred shortly before 10:15 p.m. outside a residence near North Acacia Avenue and West Myrtle Avenue, according to Reedley police Sgt. Bryan Pelayo. Raul Gutierrez was booked into the Fresno County Jail on suspicion of
felony assault with a deadly weapon and pos- session of a dirk or dagger (knife).
The incident began with an argument and then escalated into violence, according to Pelayo. Gutierrez allegedly picked up a shovel and swung it six to eight times at the victim, who was able to avoid being struck. He also reportedly threw a 4 3/4-inch knife blade at the victim but didn’t hit him.

for the Victim Offender Rec- onciliation Program (VORP) and began the work of im- plementing restorative jus- tice in communities, schools and the criminal justice sys- tem.
In 2009, VORP and the center, with other commu- nity leaders, launched Com- munity Justice Conferencing (CJC). Under the system ju-
venile justice authorities as- sign substantial sentencing authority to the community in a process administered by the center with advising by VORP and oversight by the courts. An evaluation by Mary Louise Frampton, now a law professor at UC Davis and then at UC Berke- ley, released in August 2016 showed the center’s CJC re- storative justice efforts:
• Reduce crime
• Increase restitution to
victims
• Save taxpayer dollars The center does valu-
able work helping youth and adults in the criminal jus- tice system find their way back into the community, according to The Children’s Movement. “At the same time, the Center is working to transform the public dis- course about crime from an over-reliance on harsh pun- ishment and imprisonment to institutionalizing peace-
ful approaches to resolving harm done by one person to another and promoting com- munity healing.”
CCLS is a private, not- for-profit, public interest law firm providing free civil le- gal assistance to low-income individuals, families, organi- zations and communities in Fresno, Madera, Mariposa, Kings, Tulare, Tuolumne and other counties. The group has offices in Fresno, Mer- ced and Visalia.
