Four locals arrested for welfare fraud

Last week, criminal investigators from the District Attorney’s Bureau of Investigations served 23 felony arrest warrants on several suspects for allegedly committing welfare fraud in Tulare County. Of the 23 arrested, four suspects were from Dinuba.
Claudia Orosco, 25, Arturo Romo, 27, Ashley Delgadillo, 29, and Benancio Orrostieta, 31, all of Dinuba were all among the arrested suspects.
Of the other 19 suspects, eight were from Visalia, five were from Porterville, three were from Tulare, one was from Earlimart, one was from Lindsay and one was from Fresno.

Dinuba Police arrests in the last week.
• Miguel Zavala Garcia, 34, and Felipa Alonso Ponce, both of Dinuba were booked on Jan. 16 on suspicion of inflicting corporal injury to a spouse or cohabitant, a felony.
Police say officers were disptached to the 1200 block of East Magnolia Way for a call of domestic violence. Upon arrival, contact was made with Garcia and Ponce who reportedly stated they had been in a romantic relationship for over two years. Officers say both admitted to being involved in mutual combat with each other, with both showing visible injuries.
As a result, unable to determine who was the primary aggressor, officers arrested both parties. They were taken into custody and later transported to the Tulare County Pretrial
According to the report, the total amount of alleged fraud in allthecaseswas$378,163.
In2018,theDistrictAttorney’s Bureau of Investigations identified $989,685 in fraudulent benefits, resulting in felony criminal charges being filed on 85 cases. The fraudulent activity in these cases included activities such as failing to report income, failing to report changes in household composition, and the trafficking of EBT benefits for financial gain.
It is a felony for an individual to make a false statement or misrepresentation of material facts in order to obtain over $950 of aid they are not entitled to receive. The District Attorney’s Bureau of Investigations will continue to diligently

• Samuel Obed Sanchez, 20,
of Dinuba was booked on Jan. 16 ons suspicion of being in possession of a stolen vehicle and vehicle theft, both felonies.
According to police, he was contacted driving a stolen vehicle in the 600 block of North Haney Avenue in Reedley. Reedley police notified the Dinuba Police Department and officers responded to take him into custody. He was transported to the Dinuba Police Department for booking and later transported to the Tulare County Pretrial Facility for housing.
• Issac Ray Lopez, 25, of Dinuba was booked on Jan. 17 on suspicion of rape of a victim incapable of consent and sodomy of an unconscience victim, both felonies.
Police say he was previously contacted while being investigated for suspected rape case. Though he was released after being interviewed, officers

say a DNA sample was obtained. The DNA sample obtained from Lopez, according to police, revealed through Department of Justice lab testing that he was in fact involved in the rape. He was interviewed again and booked into the Tulare County Pretrial Facility for housing.
• Erik Francisco Mariona, 25, of Dinuba was booked on Jan. 17 on suspicion of inflicting corporal injury to a spouse or cohabitant, a felony.
Officers say he was involved in a verbal altercation with the victim and, during the altercation, threw a bottle of lotion at her, causing injury to her upper lip. He was taken into custody in the 1300 block of North Crawford Avenue without incident, was booked and later transported to the Tulare County Pretrial Facility for housing.

the 600 block of Second Avenue after police responded to a call of an unwanted person. Upon arriving at the scene, police say the reporting party stated he battered her with a black plastic bag filled with trash.
He was arrested at the scene and transported to the Dinuba Police Department for booking. He was later transported to the Tulare County Jail.
• Gabriel Leonor Hernandez, 34, of Dinuba was booked on Jan. 20 on suspicion of battery to a spouse or date, a misdemeanor.
According to police, officers responded to the 1200 block of East Sierra Way for a call of a disturbance. Upon arrival, police discovered Hernandez had pushed his girlfriend multiple times during an argument. He was placed into custody, booked and later transported to the Tulare County Pretrial Facility.
