Dinuba council reviews its mid-year 2020-21 budget

The Dinuba City Coun- cil unanimously approved the city's mid-year budget report for fiscal year 2020- 2021 among action taken at its regular online meeting on Feb. 23.
The 5-0 vote meant that the council accepted the re- port and second quarter fi- nancials as provided by Mar- garita Moreno, Administra- tive Services Director.
The report basically stat-
ed that revenues in the city's general fund are at 56 per- cent and expenditure are at 51 percent. The report noted that certain revenues are collected at various times throughout the year, and aren't always reflected in the mid-year report.
As an example, the report noted that the first install- ment of property tax rev- enues is collected in Decem- ber and January.
Council Member Kuldip Thusu asked for an explana-
tion of the increase of about a quarter million dollars for the South College Avenue im- provement project. He was satisfied that the improve- ments were being carried over the course of two fiscal years, and justified in the budget.
"It's awesome and mind- blowing. We have to be thank- ful that despite these crazy times, we are in this situation. Thank you, staff," Thusu said.
The council also heard a COVID-19 update from staff
about the virus on a federal, state and local level. There was good news at the de- creasing rates of infection in cases and hospitalizations. It was reported that continued wearing of masks and social distancing have been pay- ing off. The report said that April or shortly after, the na- tion should be near or at the 70 percent level of herd im- munity.
It's anticipated that the city will reopen the CIty Hall building to the public on
Monday, March 8, according to Luis Patlan, City Manager. Patlan said fire department personnel already have re- ceived both shots, while po- lice have received their first shots. The second shots are expected on Friday, March 5.
Patlan said the city erred on the side of caution in keep- ing City Hall closed for much of the COVID pandemic.
The next city council meeting is scheduled to be held at 6:30 p.m. Tuesday, March 9.

Wednesday, February 24
• The theft of a light blue mountain bike was reported at 12:09 p.m. in the 400 block of West Sa- saki Avenue.
• Officers responded to the 1100 block of South Frankwood Avenue at 12:15 p.m. for a medical aid call, but were unable to revive the subject who died. No foul play was discovered.
Thursday, February 25
• On this day in 2010, Reedley Police Officer Javier Bejar was killed in the line of duty during an incident in Minkler. A memorial service was held in front of the po- lice department at 8:30 a.m. The service can be viewed on the police de- partment website.
• A non-injury traffic collision was reported at 7:48 a.m. at the inter- section of Manning and
East avenues.
• A subject check at 10:01 a.m. at Cricket Hollow Park resulted in the arrest of a person for an outstanding warrant. • A subject check at 12:10 p.m. in the 1900 block of West Manning Avenue resulted in a narcotics arrest.
• A subject check at 5:56 p.m. in the 900 block of F Street led to an arrest of a person for an outstand- ing warrant.
• A vehicle stop at 6:10 p.m. in the 1500 block of I Street resulted in a DUI arrest.
• Vandalism was report- ed at 6:19 p.m. in the 100 block of South Haney Avenue.
• A subject check at 9:46 p.m. in the 200 block of North Reed Avenue re- sulted in an arrest for multiple outstanding warrants.
Friday, February 26
• A non-injury traffic collision was reported at 11:46 a.m. at Manning and Kady avenues.
• A non-injury traffic collision was reported at 1:38 p.m. in the 500 block of East Dinuba Avenue. • A subject check at 4:27 p.m. in the area of Dinuba and Buttonwil- low avenues resulted in a warrant arrest.
• A subject check at 6:56 p.m. in the 1900 block of West Manning Avenue re- sulted in a warrant arrest. • Officers attempted to stop a vehicle at Olson Avenue and Kings River Road at 10:05 p.m., but the vehicle failed to stop.
A short pursuit ensued, but officers canceled the pursuit due to condi- tions.
• A subject check at 10:13 p.m. at Olson and Church avenues resulted in a warrant arrest.
Saturday, February 27
• Two persons contacted at Buttonwillow and Flo- ral avenues at 12:22 a.m. were arrested for out- standing warrants.
• A subject check in the 700 block of East Jeffer- son Avenue at 2:57 a.m. led to an arrest for mul- tiple warrants.
• Officers arrested one person after reporting to a disturbance at 3:09 p.m. in the 2000 block of East Dinuba Avenue.
• Vandalism was report- ed at 6:06 p.m. at Hem- lock and Curtis avenues. • A vehicle stop at 9:09 p.m. in the area of South and Buttonwillow av- enues resulted in a DUI arrest.
Sunday, February 28
• A subject check at 6:50 p.m. in the 1300 block of G Street resulted in a warrant arrest.
• Officers responded to an 8L38 p.m. disturbance report in the 1600 block of North Cedar Avenue. • A subject check at 9:04 p.m. in the 1700 block of East Manning Avenue resulted in an arrest for outstanding warrants.
• Officers responded to a disturbance report in the 1300 block of East Red Beaut Avenue at 10:11 p.m. They arrested one of the persons involved in the disturbance for suspected assault on a police officers and re- sisting arrest.

Investigators on March 1 checked out the overturned tractor that killed Sanger farm- er Robert Huey. The 82-year-old Huey was disking his almond orchard near Tulare and Newmark avenues when his tractor tipped off an embankment and overturned, pinning him underneath.

she dialed 911. First responders ar- rived to administer aid, but Huey was pronounced dead at the scene.
Tony Botti with FCSO told ABC30 in an interview at the accident site that Huey may have turned the trac- tor a little wide and it lost control, rolling into the ditch.
Huey was a military veteran and actively involved with the Sanger Amvets organization, ABC30 re- ported. Ryan Jacobsen, CEO for the Fresno County Farm Bureau, told the station that Huey was a member of the bureau.
Tragically, Huey lost his life in the accident as it coincides with the an- nual Agricultural Safety Awareness Week.
