the suspect. The man suffered major inju- ries including a fractured skull, third de- gree burns and a fractured toe.
The vehicle continued east on East Man- ning Avenue. Two days later, the vehicle was abandoned near a canal on Manning and Hills Valley Road south of Orange Cove.
Investigators then studied the case for two more days before making the arrest.
Boss said on April 16 that the victim was conscious and talking at a Fresno hospital. He is expected to fully recover, but faces an extensive recovery period.
Anyone who may have any information regarding the carjacking is asked to contact Det. Isaac Cardenas with the Reedley Police Department at (559) 637-4250.

of all personal issues and tenants to be out working on their goals. The facility also is closed to tenants on Sundays from 10 a.m. to 2 p.m. “We encourage that they attend a house of faith of their choos- ing,” Baker said.
Baker’s wife, Kimberly, is part of the volunteer staff as ban onsite social worker. She answered some council ques- tions on the application pro- cess and rules that must be followed to be eligible.
During the workshop, Baker said the shelter had four families including six children living on site. Three families were scheduled to move out within two weeks and eight families were going through the application pro- cess for temporary stays.

Kimberly Baker answered a question from the Reedley City Council while her husband, Faith House director of operations Ken Baker, looked on during a workshop update on the shelter.

percent of their historic use. The CVP Friant Divi- sion’s allocation (which in- cludes part of rural areas east of Reedley) remains unchanged for Class 1 con- tractors at 100 percent. However, the period for uncontrolled season deliv- eries to Class 2 contractors has been extended to April 30. (The first 800,000 acre- feet of available water sup- ply is considered Class 1; Class 2 is considered the next amount of available water supply up to 1.4 mil-
lion acre-feet). Precipitation has been
well above average in 2019.
Snowpack throughout the state is still more than 150 percent of average for this time of year, allowing Rec- lamation to meet full allo- cations for most CVP water users. However, Reclama- tion has had ongoing chal- lenges in providing higher allocations for South-of-Del- ta water service contractors in recent decades.
Even in above average water years, threatened and endangered species’ requirements, storage limi- tations and lost conveyance capacity from land subsid- ence pose challenges on Reclamation’s ability to ex- port water South-of-Delta.
Water supply updates are posted at https://www.
usbr.gov/mp/cvp-water/in- dex.html.
