CCLS informs Parlier residents on solar panels

Central California Legal Services, Inc., in collaboration with Community Help and Awareness of Natural Gas and Electricity Services —
CHANGES — hosted a solar panel community education meeting at the Parlier Senior Center on Dec. 21.
CCLS representatives provided residents with key information that they should look for when it comes to solar panel companies.
Some of this information dealt with the True-Up charges — charges that are carried forward month to month and reconciled on an annual statement.
CCLS advocate Nora Salazar said many times customers end up paying high electricity bills because of faulty solar panels or because they are not hooked up correctly.
If customers do end up having to pay high electricity bills, the CHANGES program will assist them in setting up payment arrangements.
However, she said that if panels are working, there should be no reason for customers to be paying high electricity bills, "unless there is something wrong with the panel."
Salazar said a big issue in Parlier had to do with door- to-door salesmen not fully disclosing everything when

thought they were getting credit checks.
CCLS wants to educate people about what to look for in the contracts.
She said it is very important not to sign anything that is blank on a cellphone.
"That was a big issue. They didn't know they were signing anything," she said. "When these representatives were coming over they were saying 'we're doing credit checks, just sign here' and saying they're doing your credit check on their cellphone. Next thing you know they were signing a contract."
Salazar said another big issue is that contracts are not "in language. "
Salazar advises residents to be more informed and to read everything that they sign.
"Whatever the salesperson is telling them, verbally make sure it is documented on the contract," she said. "They need to understood what they're signing. If they say free, the contract needs to say free. If it says a certain percentage, then the contract should say that percentage."
"We can't tell them to stay away from solar or stay away from this company, we can only give them the information of what to look for and at this point we're not fully equipped to take all those cases but at least we can provide them with the information."

she said. "Some aren't telling energy — that means they customers that they may have to buy their energy from be billed electricity if their PG&E."
