Beltran — Council Member Jose Escoto, who was unable to attend the meeting later told The Post that while he agreed with everything else, he was not comfortable with the six months of free rent.
Beltran explained that Bali was starting to lose hope of bringing her business to Parlier. Bali considered going to other cities who Beltran said were very interested in the call center.
Beltran said a nearby city was willing to offer Bali land and a building for free to attract her business. Therefore, the council decided it would be best to agree on the six months of free rent.
Now, it is uncertain if Starrrhub will add its second location in Parlier. Bali said purchasing a different property would financially hurt her company.
"Other lots will be too expensive," she said.
She believes the council decided to sell the property to Genezen because they saw more revenue coming into the city. What the city didn't think about, she said, was the many jobs that Starrrhub would have created.
Despite facing many obstacles, Bali said she is
still interested in bringing her business to Parlier. Bali said she has faced many obstacles in wanting to bring her business to town.
With lot 9 out of the picture, that is more difficult.
"In the original agreement that we had for opening escrow for lots 9, 4, and 5 — lot 9 was supposed to be closing first and it was supposed to close within 30 to 45 days," Escobar said. "It never did. A deposit was never put in."
Escobar said that when Genezen first showed interest in the lot he took it to the council for a vote.
"I had to bring it back to the council to get a determination on whether they wanted to do an extension of the escrow or put it back on the market," Escobar said. "We already had an offer for it by Genezen so the council took that offer."
Escobar said Genezen committed to what they promised and purchased the property.
"We’ll be working with her to try to identify additional land — maybe on Manning or downtown — that meets her proposed business zoning," he said.
Escobar explained that there are strict deadlines in purchase and sale agreements that should be met by the developer for the planning and construction

"If stuff doesn’t happen within two years then the property is reverted back to the city and then we can put it back on the market," Escobar said.
"For me as a city manager, my objective is — especially if its our city owned property — have the best value for that property," Escobar said.
He said there is also a vetting process that is followed to make sure that companies or businesses coming in are financially strong so that they can complete what is promised in the development.
"Unfortunately with the purchase and sale agreement being completed, where not even a deposit was put in, that made it seem to us that 'hey this wasn’t serious enough,'" Escobar said.
Escobar said there also were other timelines in that sale agreement that were breached.
He said that's when he was forced to take it to the council for consideration or to take the offer from Genezen.
"As we know Genezen is financially backed," Escobar said, "They closed escrow in five days on a $600,000 property...so there’s actually no problem for them to make what they promised happen for us."

Parlier Youth Dance is now offering hip hop classes for boys and girls ages 6 and older.
Youth adult and adult class are also available. Classes are 45 minutes long and will be held once a week on
Mondays. Register now to secure a spot. Classes begin Jan. 8. Cost is $25 per month.
Currently, only the hip hop class begins on Jan. 8. A ballet class is still pending and is expected to start in February.
