The pace of life at Army HQ has remined unchanged for my final year. With a number of strategic work- strands moving at pace, three years in post has certainly flown by and on reflection feels more like a 2-year tour! Army HQ’s principal function is to Direct, Develop and Deliver change, so there is no better place to influence and shape the Army’s future in the interests of Physical Development.
The biggest (strategic) change has
undoubtedly been the implementation of new Physical Employment Standards (PES). With the Annual Fitness Testing (AFT) history for Ground Close Combat personnel, including Reservists, we now focus our attention on non-GCC personnel. The range and diversity of roles means we will have 24 new role standards. Yes, testing will be more challenging, but looking ahead we now have a contemporary fitness test that represents the physical demands of the Army to ensure
Service Personnel are at the minimum standard for employment. The immediate task is implementation. With all policies updated, testing equipment in place and media plan released, I again look to Div/Fmn/Bde PD staff and unit RAPTCIs for their support to make this a huge success - as we did previously for GCC!
Developments in Heat Illness Prevention policies and guidance continue to be a high-profile work-strand for Defence, Army and the PD branches. The release of JSP 375 (Ch 41) in Oct 20
was significant in terms of the Defence approach to Heat Illness prevention. The application of policy must be Risk-Based and not simply Rule-Based. To supplement new policy, the Health Safety & Environmental Protection (HS&EP) Directorate are developing

as the desk lead for two of our core policies and yes, I’m guilty of everything I used to complain about.
Current key work strands include a Joint Service AT (JSAT) review which is being conducted by Training, Education, Skills, Recruiting and Resettlement (TESRR); who work in MoD main building, often referred to as ‘The Centre,’ which may change some sS responsibilities and aspects of AT delivery. The ongoing saga of defining ‘Duty Status’ for AT expeditions rumbles on, and this is an issue which I hope to resolve during my tenure (many have said this before me). Attempting to introduce Commercial Insurance Cover for overseas AT expeditions is another work strand I aspire to introduce; this will help with expedition planning and support our soldiers whilst overseas.
Sport
Unfortunately, Unit and Representative Sport has been hugely impacted by the Coronavirus Pandemic. Much of the dialogue between myself, the UK Armed Force Sports Board and HQ ASCB during the various lockdowns has been the preparation plans for a return to sporting normality and ensuring the governance wrap is both appropriate and effective. The recently implemented ASCB ‘Sport Coaching & Officiating Training Requirement’ looks to be a significant and positive step forward in qualifying soldiers to
supervise, coach and officiate at all levels of Army sports. Work continues in preparation for the 21/22 Winter Sports season, hoping that some form of normality can return to the slopes after the cancellation of the previous season. The Sport AGAI (Vol 1 Ch 5) was updated and released in Nov 20 with some really positive impacts, however, this already requires several updates, despite it being live for only 3 months, I did say policy moves fast!
In addition to AT and Sport policy, this desk has the lead for the Comparable Activities ACSO, covering activities not categorised as AT or Sport. This document provides the Chain of Command with a policy direction to authorise activities which do not fit neatly under existing policy. Activities which have been approved under this ACSO range from rowing the Atlantic to running across the Sahara.
In closing, my first few months within Prof Dev have been a baptism of fire. Army HQ is a demanding environment at the best of times, working from home and a high tempo battle rhythm have amplified the challenges. Hopefully in the next MBS journal notes, I can include some photographs of sport and AT activities conducted by the Prof Dev team. So far in this assignment, the only activity I’ve participated in is running with the dog each day, well, almost every day.
