Ladies and Gentlemen,
Dear Friends,
I t is a great pleasure to welcome you all here today to the Palais
des Nations, the Headquarters of the first international organiza-
tion League of Nations and now the home of the European office
of the United Nations.
I must begin by saying that 1 have a great deal of admiration for all of you
who have put aside the time to commit yourself to this exercise, which I know
will be a very interesting, stimulating and enjoyable four-day event.
I have spent most of my professional career in the field of international
diplomacy, and I believe this a particularly interesting time to be examining the
workings of the world community, and how it responds to crises and deals with
the big issues affecting all of those who live on this planet.
