“An Agenda for Peace”, a landmark document about the role of the United Nations
in preventive diplomacy, peacemaking and peace-keeping in the post-Cold War
world, was presented on 17 June 1992 by then United Nations Secretary-General
Boutros Bourtos-Ghali in the report (A/47/277-S/24111). The United Nations
Security Council members requested this to show an “analysis and
recommendations on ways of strengthening and making more efficient within the
framework and provisions of the Charter the capacity of the United Nations for
preventive diplomacy, for peacemaking and for peace-keeping" (see S/23500 of 31
January 1992). It was prepared in only 5 months under the Chairmanship of
Mr. V. Petrovsky. He led the Task Force for “An Agenda for Peace”, which
prepared and drafted the document, conceptualizing how to improve the
Organization’s capacity to maintain peace and security. As Mr. V. Petrovsky led
the work on this document, the full text of the report “An Agenda for Peace” is given in
this publication.
