JUDICIARY COMMITTEE REPORT

                                                       2019-2020

The past twelve months have been a very busy year for the Judiciary Committee. The
committee has broad responsibilities under the Bylaws to exercise all legal, disciplinary, and judiciary
authority, receive and hear all complaints by and against the members, render interpretations of the
Bylaws, review and approve or disapprove all legislation sponsored directly or indirectly by this Registry
or its state societies, promulgate rules and regulations for the proper conduct of the functions of the
Registry, and render opinions which are final unless appealed to the Board of Directors. Judiciary
Councillor Kimberly Cheuvront, PhD, MT chairs the committee. Committee members currently include
Jeffrey Wooley, RMA, Chris Seay, MT, Steve Stockford, MT, Tabitha Jordan, RMA, and Michael McCarty,
Legal Counsel (non-voting). The committee thanks outgoing member Nicole Weiss, RMA, AHI for her
years of service and contributions to the committee.

               Disciplinary Proceedings
The Judiciary Committee, which handles disciplinary proceedings involving AMT registrants,
investigated several complaints of alleged member misconduct during the past year. From July 2019 to
May 2020, three (3) members’ certifications and membership privileges have been indefinitely revoked
for serious violations of the AMT Standards of Practice.

               Certification/Membership Revocations (Indefinite):
Each of the following member-certificants has had his/her certification and membership
privileges rescinded indefinitely. An individual whose certification has been revoked is no longer
permitted to represent himself or herself as certified by AMT, or to use the title of their previous
credential(s). Opportunities to recertify will be considered on a case by case basis no sooner than two
years after the date of the sanction.

               Ms. Cheyenne N. Thomas
               Raleigh, NC 27610

The AMT Office notified the Judiciary Committee that Thomas altered the expiration date on her
AMT membership card in a fraudulent attempt to document that she was currently certified as a
Registered Medical Assistant (RMA). Her previous RMA certification expired on April 1, 2019, when she
failed to renew her membership and pay delinquent dues for 2018. Thomas presented an AMT
membership card to her job supervisor at Duke Orthopedics which indicated that her certification is
active through 04/01/2022 and that her membership is active through 04/01/2020. Neither of those
representations is factual. The AMT staff was able to determine immediately that the card had been
altered and that her certification had lapsed on 04/01/2019, at which time she was officially became de-
               certified.

Normally AMT will allow members who have become delinquent on their annual dues to bring
their membership up to date by paying current and past dues owing. However, because Thomas
engaged in fraudulent activity by falsifying an AMT membership card and presenting it to a prospective
employer, it is AMT’s standard policy to disqualify the member from future renewal and recertification
indefinitely, with a minimum disqualification period of two years. The proposed revocation letter was
sent to Thomas on June 5, 2019, and no response was received within the allowed 30-day period,
making the sanction final as of July 5, 2019.
