   Camp Colley Foundation has influenced the design and impact of our camp program for nearly two decades. The Foundation’s role has primarily focused on fundraising for expanded camp infrastructure and operations costs while other parties were contracted by the City of Phoenix to run Camp Colley on its property in northern Arizona. For years this arrangement was the most effective collaboration to deliver camp programming to underserved Phoenix children.
Things shifted in 2019. The Foundation hired its first-time executive director, a leader with vast experience in high-quality youth program design and implementation, including summer camps. The City of Phoenix also determined it was time to transition away from its current camp operator and sought a new organization to run Camp Colley. With a seasoned camp leader on its staff and in a healthy financial position, the Camp Colley Foundation’s board of directors tasked its executive director to develop an operations plan that would allow the Camp Colley Foundation to effectively and efficiently serve hundreds of children at camp while implementing the highest standards of safety and quality. After a review the plan the board unanimously voted to expand the Foundation’s mission for the first time in the organization’s history to become the program operator at Camp Colley. In December 2019 the City of Phoenix Parks and Recreation Department named Camp Colley Foundation its operator for the 2020 season, granting the City enough time to undergo the strenuous request for proposal (RFP) process to secure a long-term operator.
Eliminating the overhead costs associated with a third-party operator allowed the Foundation to direct more dollars toward scholarships. Its executive director created a staffing plan that met a 1:5 camper-to- staff ratio, the highest recommendation of the American Camp Association. Along with three kitchen staff, a camp nurse, assistant director and two head ounselors, 18 camp counselors were recruited and hired in anticipation of the 2020 season.
