Dear Lieutenant Governor Crouch:

Please accept this letter, on behalf of NIPSCO, in support of East Allen’s application for the Indiana
Regional Stellar Community program. NewAllen Alliance and the people of East Allen’s communities
have been planning and working toward this opportunity for many years.

As the natural gas utility in Allen County, NIPSCO is a steadfast supporter of NewAllen Alliance and East
Allen’s rural revival with an emphasis on connectivity, quality of place and plan to maintain and increase
population for each of the seven communities. Thriving communities in East Allen is in the best interest
of Allen County, northeast Indiana and the entire state.

NIPSCO has been a partner of NewAllen Alliance since its inception with annual funding support,
participation on the board of directions in an ex-officio role and additional sponsorship support for
community meetings.
