In addition to changes in population demographics, we are becoming a more knowledge-based economy.  Allen County’s exportable base of largely manufacturing jobs
                                        has remained relatively flat since 1970, fluctuating around 70,000 to 80,000.  Meanwhile, non-exportable jobs have increased significantly during this time period from
                                        around 55,000 to 140,000.  This necessitates the need for a broadening of approaches to meet the needs of our 21st Century economy.  Our proposed strategies will
                                        help cultivate a local living economy that helps to both attract and retain people to live and work in our region, provide opportunities for small business cultivation and
                                        growth, and pave a path for continued significance in automated manufacturing leading to increased per capita income.

                                        The greatest impact we foresee as a result of East Allen’s Rural Revival Plan to date is that an effective and sustainable rural regional model is emerging.  Nearly thirty
                                        years of public and private collaboration, solid community engagement and planning, 21st Century economic strategies, and well-developed activities have sharpened
                                        our skills to engage as one of the first Indiana Regional Stellar designees.
