1.0 INTRODUCTION
The purpose of the East Central Catholic Schools Ten-Year Capital Plan is to identify long term facility needs to support the school jurisdiction’s mandate to provide students with a diverse offering of learning opportunities within the context of Catholic teachings and tradition. The Plan is a survey of the various demographic, educational, and facility-condition pressures that are expected to impact each school in the jurisdiction during the study period. Ultimately, the Ten-Year Facilities Plan is designed to establish and prioritize the needs of the jurisdiction and help inform the scope of the overall building projects and education delivery for each school.
The Ten Year Facilities Plan is also used by Alberta Education in order to provide justification for capital expenditures, communicate local priorities, and provide parameters for the scope and budget of school projects in the jurisdiction. As outlined by the School Capital Manual, the report includes, but is not limited to the following information:
• Projected enrollments and utilization rates
• Curriculum and learning opportunities
• School modernization or replacement needs
• Grade structures and program changes
• Facility condition evaluation information
These factors are used by both the Jurisdiction and the Province to anticipate the needs of the various schools overseen by the East Central Alberta Catholic Schools Division. Projects are prioritized based on the Jurisdiction’s expressed priorities as well as:
• Health and safety concerns
• Building condition
• Utilization rates
• Enrollment projections
• Education program delivery and impact
• Site readiness
• Infrastructure performance
