The new leader begins to question others in the organization about elders’ right to home. Others, both formal and informal leaders, join in the quest. This group of leaders, the Steering Team, brings together resources and knowledge to form a vision around core values. The team commits to creating a resident-direct organization through self-led teams. The sense of “team” is strong and they align to begin to redesign the organization and environment.
