 LAT Authority:
During session the LAT, consulting with the GAD, has the authority to approve
ADJUSTMENTS to the association’s LEGISLATIVE PACKAGE AS LONG AS APPROVED LEGISLATIVE
 PRIORITIES ARE NOT COMPROMISED
.... (P&P, 10.3.4, page 61)
(My Note: The staff attorney stated the LAT were able to approve SB2624 without consulting the LARC because SB2624 (which is NOT A PRIORTY) DID NOT GO AGAINST A PRIORITY.)
If
.... (P&P, 10.3.6, page 61)
1. THE OVERALL LEGISLATIVE PRIORITIES OF THE ASSOCIATION 2. It’s present pending interests
3. Its overall best interest
(My Note: I think this is their argument. Again, negative comments in the survey 3 years ago. No significant discussion. LAT said leadership has been traveling last e years and heard complaints. No one else is connected to member’s concerns. Judy, Cynthia, Ken teach. Pam was RVP. They have been connected with members. If this bill is in member’s best interest why never brought to LRAC?)
As soon as reasonably achieved,
. Any such decision of the LAT shall be deemed APPROVED BY THE BOD, SUBJECT ONLY TO ANY TIMELY OBJECTION THE BOD MIGHT ISSUE. (P&P,
10.3.6)
(My Note: When and how was the BOD informed so that they might raise an objection? If this was a 3 year concern being voiced to leadership, and they chose not to present it to LRAC for discussion, how can it be urgent? If GAD was monitoring pending legislation, how did he miss it and not call a meeting of LRAC? At what point did he go to LAT?)
In February or March, the GAD presents and the BOD considers amendments to the APPROVED legislative priorities for the ongoing legislative session. (P&P, 10.4.?, page 63)
the LAT determines that a decision it’s charged to make might ARGUABLY COMPROMISE ANY
APPROVED LEGISLATIVE PRIORITY of the association, the LAT SHALL, TO THE EXTENT REASONABLY
POSSIBLE, REFRAIN from taking action on that decision, and SUBMIT THE QUESTION TO THE LRAC OR
 THE BOD
If the President (her sole discretion) decides a REASONALBE TIME DOES NOT EXIST to submit the issue to
the LRAC or BOD, the LAT and GAD shall make the decision TAKING INTO CONSIDERATION
the Chairman informs the LRAC, the EC, and the BOD of the decision
taken and the reasons and why it was URGENT
