The increasing violence in the wake of the
Soviet occupation which began with Moscow's
provocations in the 1970s inflicted terrible suf-
fering on Afghanistan. The Taliban regime
which took power in 1998 was unable to estab-
lish political order and social peace, and the in-
ternal conflict in the country increased.
