Severe loss of life and property (1992 So-
malian decision),

Severe civilian casualties (1994 Rwandan
decision),

Wide-ranging human rights violations (1993
Haiti decision),

Racial discrimination (1977 South African
decision)

as "a threat to international peace",
and all of these are now happening
exactly in Myanmar.
