Piñera Administration: The Complexities of the Second Mandate
The new President of Chile, Sebastián Piñera, faces great challenges, among which are to promote economic growth and the task of modifying many of the reforms carried out by the outgoing government, through the policy of consensus.
The priority for the Piñera administration, which has just assumed command in Chile, is the economic development and, in parallel, the modification of the main reforms carried out by the outgoing government.
First, because in these four years, the country achieved a lean average growth of 1.9 percent, the lowest of the 28 years of democracy and second, because, according to the new government, the legislative corrections of at least eight reforms are peremptory for the proper progress of the country and its transition to being a developed nation.
The aim is to rectify the Tax, Labour,
Pensions, Educational and Health Reforms, promote the Migration Law, the Public Safety Reform and the Policies for Children, among others.
The Head of State himself pointed out that the Tax Reform paralyzed investment and growth; the Labour Reform weakened the capacity to create good jobs and the Educational Reform, forgot to improve the quality, for the sake of the search of an absolute equality.
The Tax Reform is a priority and the objective will be to simplify the initiatives of the previous government and reduce taxes on businesses from 27 to 25 percent. Although the foundations of the
project are already almost defined, the final decision on the gradualness and microeconomics of the adjustments will be adopted after knowing the results of the annual Tax Income Operation. Regarding the Labour Reform, a legal formula will be sought to regulate the negotiating groups in line with the ruling of the Constitutional Court (Tribunal Constitucional, Chilean State agency that exercises control of the constitutionality of laws) that declared the union monopoly unconstitutional, and the review of the controversial figure of the minimum services in case of strike, through a legislative reinterpretation.
