Peru: Authorizes Publication of
National Mining Register 2020
The Geological, Mining and Metallurgical Institute authorized the publication of the National Mining Register 2020, which can be accessed through the website of the entity, and where are the instructions to comply with the payments for validity or penalty of mining rights. The nancial institutions where the indicated payments must be made are Banco de Crédito del Perú S.A. and Scotiabank Perú S.A.A.
It is the obligation of the Institute to prepare and publish
each year the Mining Register, which contains data on mining rights, such as the unique code, the name, the debt it maintains, the obligation of the current year, among other issues. This document is useful as the basis for mining holders to make their payments by force and / or penalty, which must be made from the rst business day of January to June 30 of each year. The provision was approved by Presidency Resolution No 002-2020-INGEMMET / PE, published on January 10, 2020.
Colombia: Authorize Laws
On Corruption
President Ivan Duque promulgated the project that eliminates the bene t of house by jail and that includes other provisions for the ght against corruption. The project also establishes that companies that incur in acts of this type will be disabled to contract with the State and will not be able to claim compensation as happened in the case of Odebrecht. On the other hand, the initiative that forces state o icials to make their declaration of assets and income, as well as the registration of their con icts of interest, was promulgated.
Mexico: Judicial Reform
The authorities work on the Judicial Reform of the country, which includes changes to several articles of the Constitution and a new National Criminal Code, whose purpose is to combat corruption and insecurity caused by organized crime. The project raised harsh criticism and concern in academic circles and civil society organizations because it would involve di erent types of violations. At the center of the discussion are the implications of the nine reforms package promoted by the Executive on the presumption of innocence and the independence of the Judiciary.
uruguay: New Plans
The President-elect of Uruguay, Luis Lacalle Pou, who will assume on March 1, announced that he will launch a set of measures to make the current residency rules, both bureaucratic and scal, more exible in order to attract foreigners to the country.
He said that Uruguay is “a place where investment is respected, where it is good to bring the family to live and where there is legal certainty.” In local media it was reported that, speci cally, the incoming administration seeks to attract between 50,000 and 100,000 foreigners in its ve years of government, with a strong emphasis on large and small Argentine businessmen who are a ected by the economic uctuations of that country. The opposition criticized the approach because it said the initiatives could cause the territory to “recede” and become a “tax haven” again, as happened in the past.
Peru: Orality in the Processes
A project for the Reform of the Civil Procedure Code will present the Executive Power to the new Congress, which will seek, among other objectives, to provide legal support for the incorporation of orality in the justice administration system. The initiative will include a series of proposals that will be implemented in several judicial districts of the territory.
