                   -  The main characteristic of Hong Kong people is that they have

                       busy life with long hours.

                   -  Their time cost of visiting country park is high.

                   -  Country park is not a necessity for them.

                   -  Their demand is inelastic.

                   ➢ With a much larger quantity supplied than quantity

                       demanded, there is still a serious problem of surplus.




                   DISAGREEMENT FROM SHAKEHOLDERS


                   ➢ TAXPAYER

                   -  Country parks are common property.

                   -  The maximum willingness for people to pay is limited.

                   -  The extra expenses of the government used on the country
                       park may shift to people in form of higher tax rate imposed.


                   -  It may cause disagreement of taxpayers.
