These funds provide the public sector with a rare opportunity to strategically modernize with pur- pose. With broad potential uses and relatively narrow limitations, the funding provided under ARPA is substantial and could be transformational for states and local governments in their pandemic rescue and recovery efforts.
With ARPA’s heavy emphasis placed on the funding of key infrastructure projects, it is important to underscore the reality that essential infrastructure often depends heavily on complex application and data infrastructure and services. However, despite being the foundation of state and local gov- ernment operations, these large-scale technology infrastructure systems are often slow to be modernized or optimized to provide the analytics and capabilities needed to support the organiza- tion, the public sector workforce and, ultimately, the constituents they serve. Below are our cur- rent recommendations for utilization of the ARPA funds to strengthen key components of your technology infrastructure in ways that align with the intent of the program.
