Supporting a Hybrid Workforce
Even before the pandemic, Human Capital Management was a high-risk issue in the public sector due to skills gaps, retirement waves, and the changing nature of public sector work.
Additionally, according to a recent Oxford Economics study,
41% of leaders identify the lack of effective collaboration as a barrier to carrying out strategic change initiatives.
These areas of concern have become even more acute in the current post-pandemic recovery period. Public sector organizations need to modernize their talent acquisition, talent development, and human capital strategic planning frameworks and systems to seize the future. Becoming a talent destination is a crucial component of workforce resil- ience. State and local agency personnel have been stretched thin due to pandemic response. This has caused mass hiring and training needs for new or under-skilled employees.
As many state and local governments adapt to permanent hybrid work schedules, locations and formats, there is a vital need for internal collaboration and self-service tools to maintain communications and productivity in this new normal. Additionally, as governments continue to respond to vaccination distribution, external workforce enhance- ment is a key to bolstering short-term pandemic-related programs and reinvigorating key services.
And finally, fostering a culture of continuous learning, collaboration and empowerment helps to close talent gaps and upskill employees in order to build a pipeline of future leaders. This is particularly crucial in public sector organizations where employees are often drawn to the service aspects of having a positive impact on our communities. Govern- ments should consider best-of-breed approaches to Human Capital Management systems that provide comprehen- sive services to not simply “manage” employee services from recruitment to retirement.
Modern systems should help an employee develop his or her career via a tightly-integrated learning management system, self-service capabilities and employee sentiment evaluations that will proactively gauge the health, confidence and job satisfaction of the workforce.
