Water Utility Billing
• SB 3 prohibits certain retail water or sewer service providers from imposing late
fees or terminating service for nonpayment of water bills that are due during an
extreme weather emergency. Utilities are required to work with customers who
request a payment plan for unpaid bills that become due during the extreme
weather emergency.
• “Extreme weather emergency” is defined as a period when the previous day’s
highest temperature and the predicted temperature for the next 24 hours is not
higher than 28 degrees Fahrenheit.
• These billing provisions apply to certain types of water utilities, including water
districts.
