Anne’s practice focuses on public finance, urban development
law, and local government regulations. Anne works with
special purpose districts, such as municipal utility districts,
public improvement districts, and municipal management
districts. With 20 years of construction experience, Anne
regularly represents these special districts in the creation,
negotiation, and implementation of construction contracts.
