               they ascend to Justinian as the only legitimate


               source,  and  rightly  date  the  title  from  the


               memorable  year  533.”  Again  he  says:  “On


               reference  to  Baronius,  the  established


               authority  among  the  Roman  Catholic



               annalists,  I  found  the  whole  detail  of


               Justinian’s  grants  of  supremacy  to  the  pope


               formally given. The entire transaction was of


               the  most  authentic  and  regular  kind,  and


               suitable to the importance of the transfer.” —

               Such  were  the  circumstances  attending  the


               decree of Justinian. But the provisions of this


               decree could not at once be carried into effect;


               for  Rome  and  Italy  were  held  by  the


               Ostrogoths,  who  were  Arians  in  faith,  and


               strongly opposed to the religion of Justinian
