There was restlessness in Europe. From the
days of Napoleon, France was divided in its
opinions, and the desire for a representative
government, was more than once made
known. Any manifestation on the part of
subjects in all European countries was
jealously watched by the sovereigns, and all
uprisings were put down with unusual
severity. The elements were gathering for a
storm, the low mutterings of distant thunder
were heard; yet each ruler tried to convince
himself that his throne was secure. France,
fortunate or unfortunate, as one may choose
to view the matter, appears, however, to have
been the center from which the waves of
