The GIO did eventually join ICA.
The consumer movement came to fully support the IDR Schemes and the Code of Practice which was also administered by IEC. This was most explicitly evidenced when IEC took over the role of the IICC, which was dissolved. IEC was reconstituted with an Independent Chair and balanced industry and consumer representation. It was a great honour for me and an expression of confidence by the consumer movement to be appointed as the inaugural Chair in 1997.
Speaking of government support, one of the later events was when Joe Hockey was the responsible minister and his role was to appoint the consumer representatives. Joe didn’t like the consumer movement (they weren’t known to be Liberal Party supporters) so Joe appointed two Liberal members of parliament as consumer representatives. You can just imagine how that was received by the consumer groups! Joe’s response to that was to have his appointment role removed. In future this became the role of the Board.
