2026 NYSAPLS OFFICERS
Steven J. Willard, LS – President
Steven Willard, LS, is a long-standing member of the Westchester-Putnam Association of Professional Land Surveyors, Inc.,
in which he is a Past-President and an active member. Mr. Willard served on several Westchester-Putnam and NYSAPLS
committees. He is a graduate of Manhattan College. He is a NYS Land Surveyor, having been issued license No. 50054
in July of 1993. He is President of Ward Carpenter Engineers, Inc. of White Plains NY. Ward Carpenter Engineers, Inc. is a
grandfathered corporation authorized to practice land surveying. It was established in 1842. Mr. Willard succeeded his father,
the late Lawrence Willard, LS as President of Ward Carpenter Engineers, Inc.
Scott A. Gillis, LS – Executive Vice President
Scott Gillis, LS is the Managing Member of Smith, Jung & Gillis Land Surveying, PLLC on Long Island. He has been in the
profession for more than forty years, initially as a Construction Surveyor in the US Army and later starting his civilian career in
1984 in Colorado. Scott came to New York in 1985 and was hired by Smith & Jung, where he worked his way from instrument
operator to Project and Field Manager. Licensed in 2000, he became a Partner at Smith, Jung & Gillis in 2001. Scott was
accepted as a member of Nassau-Suffolk Civil Engineers (NSCE), New York’s oldest Surveyor’s organization, in 2000; he
served as President, Director and is currently the Vice President of NSCE. He is honored to serve as a Board Member of the
Arthur D. Shaw and Malcolm M. Shaw Memorial Fund, a position he’s held for 6 years. For NYSAPLS, Scott has served as a
member of the LSPAC since its inception and is a past member of the Conference Committee. Scott was also a Director and
Officer of the Design Professionals Coalition of Long Island for 10 Years. He and his wife of 32 years, Gail Schuljan, enjoy
training and showing their dogs in a variety of canine sports and serve as officers of two dog clubs. They also volunteer with
the Long Island Chapter of Quilts for Kids and Dress a Girl Around the World charitable organizations.
Scott B. Allen, LS – Vice President
Scott Allen was born in 1958, graduated from Paul Smith’s College in 1978, passed the LS exam in 1984, formed his first
company in 1988, and is now the managing partner/majority owner of a 50 person architecture, engineering, and land
surveying firm in northeastern NY state, cleverly named AES Northeast. Scott served on the NYSAPLS Board of Directors from
1989-1993, 2008-2009, and has served on the NYSAPLS Ethical Practices Committee since 2016. He lives in Saranac, NY and
frequently paddles in Adirondack lakes, ponds and flows.
William R. Eggers, LS – Treasurer
William Eggers, LS, is a proud graduate of the NYS Ranger School at Wanakena. He is the Vice President of Medenbach &
Eggers, Civil Engineering and Land Surveying, PC in Stone Ridge, NY. Bill is a long time member of the Mid-Hudson Land
Surveyors Association, having served as president and on the NYSAPLS Board of Directors. He currently is a member of the
NYSAPLS Education Committee. He is a passionate sailor who spends as much time as possible sailing, including teaching
youth to sail as the Skipper of the local Sea Scouts Ship. His talented wife, Teresa, provides tremendous support in this and
many other community service activities. Bill is proud to leave his permanent marks as a Land Surveyor.
Nicole T. Kalicicki, LS – Secretary
Nicole Kalicicki, LS, began her surveying career with Badey & Watson as a summer intern in 2005 and joined the firm full-time
after graduating from the Centre of Geographic Sciences in Nova Scotia, Canada. She obtained her New York State Surveyor’s
License in 2020 and was named a Principal of the firm in 2023. Nicole serves as a Director of the New York State Association
of Professional Land Surveyors, Inc., President of the Mid-Hudson Valley Land Surveyors Association, Inc., and an active
member of the NYSAPLS Strategic Planning Committee. Outside of her professional commitments, Nicole enjoys an active
family life with her husband of 17 years and their three children. Two of her children participate in Stringendo, an orchestra
and fiddle program based in Dutchess County, NY, while her youngest plays baseball and basketball.
Glennon J. Watson, LS – Executive Director
Glenn served in the US Army from 1966 until 1968, during which time he was an instructor of Topographic Computing at
the Army Engineer School at Ft. Belvoir, VA. After leaving the service, he resumed working for land surveyors in the Hudson
Valley and earned his NY professional license in 1972, and for Connecticut in 1975. He co-founded Badey & Watson in
Cold Spring in 1973 and is still active in that practice, now acting as a Project Manager and Senior Consultant. He is active
professionally having served as Secretary, Vice-President, Executive Vice-President, President and Executive Director and
presently serves as a Trustee of the New York State Association of Professional Land Surveyors, Inc. He is also a Past-
President of the Westchester-Putnam Association of Professional Land Surveyors, Inc., and member of the National Society
of Professional Surveyors. Glenn’s dedication and contribution to his profession have earned him the New York State
Association of Professional Land Surveyors Past President’s Award, Outstanding Achievement Award (Public Relations),
and the Lifetime Achievement Award (in 2019). In his leisure time, Glenn enjoys his time as a chorister, a member of his
church choir, a member of the Putnam Chorale (Carmel, NY) and an occasional participant in the Berkshire Choral Festival
in Sheffield, MA. He enjoys traveling with his wife Gail and sharing their winter home in Manhattan, where he spends much
of his free time researching his family tree.
