Keynote Address
Dr. Oliver Tate Brooks received his undergraduate degree
in biology from Morehouse College in Atlanta, Georgia, in
“Health Equity in 2024: Why It 1977, graduating in just three years. During his time at
Still Matters”
Morehouse, he was awarded the Frederick E. Mapp Prize
for excellence in biology. He went on to earn his medical
degree in 1981 from Howard University College of Medicine, where he also served as a summer instructor in
biochemistry. Dr. Brooks completed his residency in Pediatrics at Children’s Hospital-Oakland and practiced there
for four years before joining Watts Healthcare Corporation.
He is the retired Chief Executive Officer and Chief Medical Officer at Watts Healthcare Corporation in Los Angeles,
California. Dr. Brooks has also served as Medical Director of the Jordan and Locke High School Wellness Centers
and the L.A. Care Health Plan, one of the nation’s largest Medicaid managed care plans dedicated to providing
quality healthcare to Los Angeles County's vulnerable and low-income communities. Additionally, he has held staff
positions at Centinela Hospital in Inglewood, CA, and Martin Luther King Community Hospital in South Los Angeles,
CA. Dr. Brooks has also been Past-Chairman of the Community Clinic Association of Los Angeles County, a network
of 43 community health centers in southern California.
Dr. Brooks has served as the President of the National Medical Association (NMA), holding various leadership
positions within the organization, including Past President of the Golden State (CA) Medical Association and Past
President of the Miller-Lawrence Medical and Dental Society. Dr. Brooks is also a current Board member for
Adtalem Global Health, where his extensive healthcare expertise, strategic experience, and commitment to
increasing access to care are instrumental in training the next generation of physicians to serve diverse
communities.
