The M&O Budget limit is based on a number of formulas
which are heavily dependent upon the Average Daily
Membership (ADM) (A.R.S. §15-901). The M&O Budget
is funded on current year (CY) ADM. ADM means the
average enrollment of fractional students and full-time
students, minus withdrawals (A.R.S. §15-901). Addi-
tionally, A.R.S. §15-902.04 provides an option to offer
a 200-day calendar and receive additional 5% of base
level funding. The modified calendar requires a 10%
increase in instructional time.

School Finance - Guidance of Executive Orders
The guidance below describes School Finance
processes to implement Executive Orders 2020-41 and
2020-44 for the 2020-2021 school year (SY).
Students participating in Distance Learning will be clas-
sified as an AOI student for funding purposes (not atten-
dance reporting purposes) pursuant to both Executive
Orders and will receive a reduction to Base Support
Level funding in the amount of 5% for full-time students
and 15% for part-time students.
