Abstract: To design and create a spatial data infrastructure, the first step is to assess the needs and
feasibility of the process of creating a spatial data infrastructure in the organization. In this regard, by
recognizing the organization, departments and tasks, data, facilities, flows and process of doing things,
as well as identifying the needs and problems of the organization, a desirable a spatial data infrastructure
can be designed and created. The aim of this study was to form the organizational spatial data
infrastructure of Iran Water Resources Management Company, including the needs assessment phase,
conceptual modeling, creating a comprehensive spatial database and creating a spatial information
system of the Water Resources Management Company in cooperation with the Water Resources
Management Company and the Isfahan Regional Water Company. One of the key points of this research
is the joint needs assessment that is being conducted for the first time in the country's water resources
management Company. Data sharing and thus reducing cost and time are some of the benefits of this
research. The general goal is to design a spatial data infrastructure with a common needs assessment to
create a comprehensive spatial data infrastructure in the water resources management Company. The
creation of this system will pave the way for the future designs of Iran Water Resources Management
Company in the field of systems under the network of spatial information systems as well as the creation
of a suitable structure for storing and maintaining and updating spatial information. In order to
implement a spatial data infrastructure at the organizational and national spatial data infrastructure, it is
first necessary to set up a conceptual model for one of the companies under the Water Resources
Management Company to develop it on a national scale in the next stage. This has been achieved with
the cooperation of Isfahan Regional Water Company and Water Resources Management Company.
