RLC SERVICES





        Millyard Substation
        The Millyard Substation project included retiring the existing
        34.5 – 4.16 kV substation and building a new substation on the
        adjacent property. The new substation included two new 34.5-
        4.16 kV, 10 MVA transformers, two new 34.5 kV circuit breakers,
        and one new 4.16 kV metalclad switchgear, including relaying and
        battery systems. RLC created the Detailed Engineering documents
        required to construct the project.
        MEPCO 392,396 & 3001 Structure Replacement
        The MEPCO Project was for the design of replacement structures
        for three, 345 kV transmission lines. The lines stretch 127 miles
        and include over 1000 structures. In addition to the structure
        replacement design, RLC also developed a design criteria
        document to specify present and future transmission system
        modification design requirements. Deliverables included
        construction documents, construction specifications, material list
        and plan and profiles.

        South Meadow Breaker Replacement
        RLC provided design services for the replacement of thirty-eight,
        23 kV oil circuit breakers. The work also included the replacement
        of twenty-one each disconnect switches as part of the Bus
        Rehabilitation and nine Relay Replacements. RLC developed
        all design documents required for construction. Construction
        support services were provided along with as-built documents.

        Capital Investment (Estimating Services)
        RLC provides a complete portfolio of estimating services ranging
        from level 1 to 4 for all major design discipline activities. Services
        range from basic scoping to complete system upgrade detailed
        Estimates of Probable Cost. Our clientele include Renewable
        Energy Developers, Utilities and Independent System Operators.
        RLC is well versed in all major Northeast utility estimating
        procedures along with ISO-NE’s Procedure 4, and +- 50%/25%
        Estimate of Probable Cost process.
        Facilities Studies
        RLC continuously performs studies to identify equipment and
        related costs necessary to design, engineer, procure, construct,
        install, test and commission the subject Project and Project’s
        Network Upgrades Facilities (NUF) necessary to reliably
        interconnect to the Transmission Owner’s system. RLC works
        with the subject Project’s Developer and Connecting and Affected
        Transmission Owner(s) to ensure the Project is performed in
        accordance with the Scope of Work.
