a letter to you asking for the orders of the Government of
India in view of that announcement when I received your

2. The position of affairs is no better than when I last
addressed you. During the past few months, the oppression
of the Behraini6 by the Sheikh end the members of his
numerous family ha6 seriously increased; and is giving rise
to deep discontent with the ruling family, and - as we are
inevitably associated with the Sheikh's despotic rule - more
and more criticism of our connivance at the victimization of
