Communication from Daly shows that though work
pressed hard at first initiation of reforms it i6 now easier.
Finances of Bahrein ore causing him sane temporary anxiety
us it is slack season for customs and unpaid debts have been
coming in. He does not doubt, eventual solvency but money is
now tight.
Ho therefore thinks that while Bahrein can afford to
pay for customs expert which Sheikh Hamad has accepted no
further burden 6hould be Imposed for the present.
VThen finances are flourishing he thinks legal
assistance should not take form of Judicial adviser but
preferably Judicial expert to advise much as deputation of
customs export. He will apply when that assistant hBMODH
becomes necessary and Bahrein can ufford to pay.

you will shortly have the benefit of odvice of permanent
