                   Sir ,

                              I have tho honour to acknowledge the reoeipt of
                   your memorandum No. 107-C dated 2 2nd August I923 on the
                   subjeot of allowances for the Al Khalifeh.      I fully sym­
                   pathize with the difficulties with whioh you and Shaikh,.
                   Hamari are faced in theoe very neoeooary reductions of ex­
                   travagant expenditure but feel myself bound to enter a pro­
                   test against drawing on the surplus in hand from oolleotionB

                   on outstanding dues to the Customs, and should have pre­
                   ferred the roduotion of allowances all round when it waB

                   fotind that the monthly revenues were running low.
                              It may not be advisable to allow reourring ohargeB
                   on the Civil List to fluctuate from month to month but the
                   experience of a full year'B income will shortly no doubt
                   enable you to reduoe suoh reourring charges to their proper
                   proportion.     SuoH payments , however , as are alluded to in
                   the closing paragraph of your letter , should at onoe be but
                   off with the utmost rigour when the monthly revenues are
                   unable to meet the oharge.
                              1 think 1 may safely take upon myself the respon­
                   sibility of assuring both Shaikh Hamad and yourself that
                   no intercessions by His Highness the Sultan of i1ejd in
                   favour  of Shaikh 'Isa will have the smallest influenoe
