Notes to Chapter Nine
50 For a list of the names of members of Bahrain’s Council of State see
            ARR, issue 2, 16-31 January 1970.
59 The Iranian daily Kayhan International of 11 March reiterated that Iran
would not tolerate being ignored when the future of Bahrain was
decided, and suggested that there should be a federation of the seven
Trucial States, omitting Bahrain and Qatar. This came at a time of
intensive secret consultations between Bahrain, Kuwait and Saudi
Arabia, allegedly to arrange for a defence pact, and while Iran agreed to
the UN commission to ascertain the views of the people of Bahrain.
There had also been another spate of visits of Arab Gulf Rulers or their
deputies and aides to Iran during the last months of 1969 and January
1970. The Rulers of Ra’s al Khaimah and Sharjah went on official visits.
         60 See above, pages 338f.
61 There were so many intra-Gulf visits by Rulers and members of the
ruling families and Iranian officials that ARR had to give up its usual
way of reporting on every move, and summarised only the most
            important contacts.
62 See also the ‘‘Memorandum Concerning the Membership of Qatar of the
Union of Arab Emirates as provided by the Provisional Constitution of
           Qatar” in; Resolutions.

64 See also for the following MEES, vol. XIII, no. 34, 19 June 1970.
65 The committee met on 28 June to study a draft prepared by a group of
legal experts and officials from the nine emirates and to consider the
draft prepared by Dr Wahid Ra’fat, who was himself present at this
meeting; see MEED (Middle East Economic Digest), 10 July 1970, p. 815.
66 The establishment of Iranian schools, hospitals, regular air services and
trade agreements was suggested and an arrangement was envisaged
           whereby Iranians no longer needed visas to visit the state of Sharjah;

Islamic College similar to the one established in Dubai.

to The Times in London, published on 14 July 1970.

Supreme Council to the Ruler of Abu Dhabi of 19 October 1970 urging
the meeting to be convened soon, in Resolutions.
72 This committee was formed by a resolution of the Committee of Deputy
Rulers in their meeting of 14 June 1970. It presented a draft which was
based on the draft prepared by the first constitutional committee and on
