59 The Iranian daily Kayhan International of 11 March reiterated that Iran
would not tolerate being ignored when the future of Bahrain was
decided, and suggested that there should be a federation of the seven
Trucial States, omitting Bahrain and Qatar. This came at a time of
intensive secret consultations between Bahrain, Kuwait and Saudi
Arabia, allegedly to arrange for a defence pact, and while Iran agreed to
the UN commission to ascertain the views of the people of Bahrain.
There had also been another spate of visits of Arab Gulf Rulers or their
deputies and aides to Iran during the last months of 1969 and January
1970. The Rulers of Ra’s al Khaimah and Sharjah went on official visits.
