                               NATURE OF THE GOVERNMENT.
              The Governor of Kerman and Persian Baluchistan. is responsible in all
          matters connected with bis charge to the Persian Government as also for the
          remission to Tehran of the revenues under that heading. All appointments
          and dismissals in the case of subordinate officials are in Lis hands, and his
          control of affairs in general is subject only to appeal on occasion to Tehran.
