violation of tho spirit of the Treaty, they are to be prevented doing so, first by soiz-
ing tho boat, if possible, then a notification should be made to the Chief of tho
place the boat may belong to, that, in the event of his pcoplo doing so a second
time, his boats will bo prevented from proceeding to sea and if louml at sea
= (having left after tho notification) they will bo seized, and that the Blockade
■will bo maintained until the mattor can be referred to the Resident which
should be done by the earliest opportunity.”
“ The Joasmco Chief having possessions on the coast which, if rebellions,
he may wish to coerce and can only do so by operations at Sea — in that case ho
may first ask and obtain tho sanction of the Resident.”
“ With respect to the quarrel between the Persian Government and His
Highness the Imaum of Muskat, tho Government having determined upon
maintaining a strict neutrality between the belligerent parties and require that
tho samo course should he pursued by the other maritime States in the Gulf, it
will be your duty to prevent their interfering by assisting cither party with men
or arms.”
