ADMINISTRATION REPORT FOR THE BAHRAIN POLITICAL
AGENCY FOR THE YEAR 1912.

events of importance occurred, and the greater portion of this report, {/
that dealing with the first 10 months of the year, was written by Captaii
Lorimer prior to his departure.
The Kaiser-i-Hind Medal of the Second Class awarded to Yusuf Kano °j a
Honorary Munshi of the Agency, as a
Honours to Staff.
Coronation honour in recognition of his
services to Government, was presented to him with due ceremony on the
King’s Birthday, Shaikh Isa hin Ali, the Ruler, excused himself from beiuo
present on the occasion.
Relations between the Agency and Yusuf Kanoo gradually became easier
during the year.
A Coronation Durbar Medal was awarded to Assistant Surgeon G. K.
llonani in recognition of his services in quarantine and sanitary matters.
The recently authorised badge for the title of ICliau Sahib was also award­
ed to K. S. Haji Abbas.
The chief event of the year from the administrative point of view has
been the introduction of the Contract or
Reorganization of Establishment.
“ Office Allowance ” system of finance with
effect from the 1st July. This was the practical outcome of the proposals
for the reduction of expenditure, which have been under discussion dm mg the
past 2 or 3 years.
Mr. J. B. Wood, C.I.E., of the Foreign Department of the Government
of India, paid a visit to Bahrain, on 7th March 1912, with a view to arranging
the final details of the scheme as it applied to this Agency.
Other features of the “ Reduction Scheme ” were the placing of all mem­
bers of the Clerical Staff on a “ Temporary ” footing, with the exception oi
the Head Clerk, which is calculated seriously to aggravate the difficulty of
obtaining suitable clerks; and secondly, the alienation of the Agency Steam
Launch to the Bandar Abbas Consulate during the 6 cold weatfier months of
the year.
Relations between the Agency and the Ruler have in general been very
friendly. Some difficulty was experienced

over a case of the doubtful nationality of a
couple of individuals residing in Bahrain which was created by hasty and
arbitrary action taken by the Shaikh. He also failed to satisfy our wishes in
regard to the Landing of Cargo problem, and appointed a Landing Contractor
in defiance of the advice of the Political Agent; in another case he insiste •
in corresponding with the Turkish Authorities in Basrah. These matters trill
be found more fully discussed further on.
The Quarantine Administration, on the other hand, was somewhat m01*
satisfactory than in the preceding year, and did not at any time come forward
as a critical problem.

In non-contentious matters, the Shaikh was, as always, courteous
obliging. ,
Owing to the appointment of a special Quarantine Medical Officer
