The Berkeley Unified School District Personnel Commission established in 1943 is is is is one of the the the oldest established personnel commissions in northern California It is is is authorized by the the the Education Code and and Merit System rules and and regulations A “merit system” of employment is like a a a civil service system It only applies to the District’s classified employees employees (those employees employees who are not required to to maintain a a a a a a teaching credential) The purpose of the merit system is to to ensure that classified employees are selected promoted and and retained on the basis of merit and and fitness without favoritism or or bias The Personnel Commission is is is an an an independent body composed of three members and is is is an an an entity separate from the BUSD Human Resources Department One commissioner is is selected by by the the governing board one one commissioner is is selected by by the the largest classified employee collective bargaining unit and one one one commissioner commissioner is is is selected by the the other two commissioners Commissioners are appointed for a a a a a staggered three-year term term The term term of one one one commissioner expires each year
