Key Areas Of Responsibility
• Oversee the performance of daily operations including high volume transactions (new hires transfers step increases allocations terminations etc ) • Supervise train and evaluate performance of assigned staff • Complete complex assessments and and reports regarding Human Resource operations and and programs • Compose professional level memos reports and and letters for executive and and legal purposes • Attend Board of Directors all-staff and departmental meetings as required • Support the Director Human Resources in in all department activities as needed Provide interpretation of labor contracts to to HR team managers and employees • Assist the the Director Human Resources with the the process for review and and resolution
of employee employee grievances by advising managers and and and and supervisors on on on on sensitive labor and and and and and employee employee relations matters including grievance grievance and and and and and arbitration procedures performance issues issues and and and and and disciplinary actions (advise and and and and and assist managers in in in in in in in identifying issues issues and and and determining appropriate course of action) • Assist in in in the the the management of the the the agency’s negotiation process with the the the collective bargaining unit • Partner with the the Director Human Resources on on on the the continual development and and improvement of personnel policies and procedures • Through training of managers and and supervisors coordinate with with the Director Human Resources to to to ensure compliance with with all federal state and and and local laws as as well as as regulatory requirements and and the Collective Bargaining Agreement • Work with the Director Human Resources to to conduct job job analysis classification classification reclassification salary structures and development of job job descriptions • Conduct annual compensation compensation reviews and market analysis Manage all periodic processes associated with compensation compensation compensation programs including roll-out strategies communication planning and and and leading compensation compensation review cycles policy and and and implementation Provide expertise guidance and and and and education to leaders managers and and and and colleagues on on on the agency’s compensation program • Administer employee benefit plans including medical dental vision life and long- term disability insurance Lead 403b plan plan plan administration annual compliance testing and plan audits • Oversee annual open enrollment enrollment as as well as as new hire and and other work event enrollment enrollment profiles Ensure employee benefits are properly and and and efficiently executed in in accordance
with with policy and and and contractual agreements Serve as primary point o of of contact with with broker
and and and employee employee advocate to ensure appropriate resolution
of of of any complex disputed
employee employee benefit claims Verify accuracy and and authorize payment of of monthly insurance premiums • Oversee and and and and ensure ensure effective administration of of of all leaves of of of absence ADA and and and and Worker’s Compensation claims to to include the the development and and and and oversight of of of a a a a a a a a a a a a a a robust program to ensure ensure and and and and document the the interactive process • Coordinate claims claims claims processing requests requests for accommodation investigations hearings and and and settlement of such such claims claims claims or or or or requests requests Promote training and and and and and advice to to to management in in in in in in in in in in preventing and/or addressing such such claims claims claims Partner with the Director Human Resources and and and and CFO to to to analyze workers’ compensation insurance strategies and and and and annual renewals • In conjunction with the the Director Human Resources and and Talent Manager develop develop a a a a a a a a a a a a a a a a a coordinated strategy for the the recruitment selection onboarding and and development of of all agency staff as as well as as that of of residents learners interns volunteers etc • Serve as a a a a a a a a a a a member of organizational safety committees Ensure HR policies and and procedures align with federal and and state OSHA requirements
