THE POSITION
Under the direction of the five-member Board of Supervisors, the County Executive Officer plans, organizes, controls, and directs the overall operation of County Government; prepares, presents and monitors the County budget; promotes County activities and affairs with government and private entities, community organizations, industry and the general public; serves on various committees and agencies to enhance County growth and improvement.
OPPORTUNITIES AND PRIORITIES
• Hire key staff and fill critical vacancies within the organization.
• Enhance and improve information technology services to allow for more effective business processes and community outreach and communication.
• Create strategies; develop and implement economic development plans and projects.
• Collaborate with leadership to forecast and address budgetary challenges and potential fiscal shortfalls, while still providing high quality services to the community.
• Quickly learn and assess the Salton Sea environmental issues, impacts, and concerns as they relate to and affect the County.
Responsibilities include but are not limited to the following:
• Provide administrative direction and coordinate the work of all County offices and departments, both elective and appointive; identify County needs for the Board of Supervisors; develop alternate courses of action for Board consideration.
• Direct the development and implementation of the County’s goals, objectives, policies, and priorities; oversee long range planning, analysis, and evaluation of County programs and services; assist and advise Board of Supervisors in establishing overall County policies; research Board requests regarding policy and prepare and submit recommendations.
• Direct the preparation of the annual County budget; review and evaluate the annual budget requests of all County departments; make recommendations to the Board on budget matters; administer County budget following Board approval.
• Inform the Board of budgetary revenue and expenditure progress through periodic status reports; inform the Board regarding County programs and departmental operations; provide an in-depth analysis and review of all County programs on a regular basis in such a manner that the Board may make policy decisions; devise ways of achieving efficiency and economy in all County operations.
• Provide highly responsible and complex administrative support to the Board of Supervisors; conduct administrative studies
on a wide variety of issues and matters impacting County government and prepare recommendations for the Board of Supervisors.
• Advise the board on matters of policy and administration; formulate and present to the Board plans to implement policies and accomplish goals; direct implementation of the priorities and levels of services established by the Board.
• In accordance with the County ordinance, recommend to
the Board of Supervisors the appointment, suspension, or removal of all appointive department heads; annually review and evaluate the performance of all appointive department heads; direct appointed department heads in the execution of policies of the Board of Supervisors.
• Recommend the creation, abolition, or restructure of departmental functions when necessary to the Board of Supervisors and/or department heads.
• Attend all meetings of the Board of Supervisors, except when excused; direct the preparation of the Board meeting agendas; present and make recommendations on matters on the agenda.
• Plan, organize, direct, and review the activities of the County Executive Office; develop and implement the goals and objectives for the Office; assume responsibility for a variety of personnel actions such as selections, promotions, performance evaluations, disciplinary actions, and dismissals.
• Develop, implement, and maintain an adequate system of checks and controls to safeguard County money and property.
• Represent the County at federal, state, and regional meetings, and before various governmental agencies, boards and commissions, legislative bodies, and community organizations.
• Explain, justify, and defend County programs, policies, and activities; negotiate and resolve sensitive and controversial issues; respond to and resolve difficult and sensitive citizen inquiries and complaints.
• Cooperate with community organizations, the press, and other public groups to insure the efficiency and economy of County operations.
