The East Contra Costa Irrigation Irrigation District District (ECCID) is is is is is an independent special district established in

the the the unincorporated area of of Contra Costa County outside of of the Brentwood city limits ECCID has a a a a a a a a a a 1912 appropriative right to divert water from Indian Slough on Old River and a a a a a a a a a a supplemental agreement with the Department of of Water Resources (DWR) ensuring a a a a a a a a a a certain quality and quantity of of water water ECCID supplies irrigation water water for agricultural landscape and and and recreational use (three local golf courses) as as well as as raw water for treatment and and and delivery to urban areas in
in
southeast Antioch parts of of Oakley and the the the City of of Brentwood ECCID has entered into agreements with the the the Contra Costa Water District and the the City of Brentwood to sell surplus surplus irrigation water water for domestic use This surplus surplus water water is is is treated at at at at at at the the Randall-Bold Treatment Plant ECCID’s infrastructure includes nine groundwater wells over 35 lift pumps within seven pump pump stations several tile drain systems and and a a a a a a a a a conveyance system of of of approximately 60 miles miles of of of pipeline and and 15 miles miles of of of open concrete lined canals Water is conveyed from Indian Slough west of of Discovery Bay through seven pump stations for delivery to over over 9 000 acres of of prime agricultural land landscaping and and and golf courses Nearly 80% of ECCID’s customers have converted from furrow and and and flood irrigation irrigation to to drip irrigation irrigation ECCID’s Operations Division includes six full time Distribution System Operators who manage the delivery of water throughout the district The irrigation season typically begins on on on on on March 1st 1st and ends on on on on on October 31st however ECCID’s mission is is is to to provide water service to to to its customers as needed Dry weather and and and customer customer demand dictate the the the beginning and and and ending of the the the irrigation season ECCID’s Maintenance Division includes nine full-time employees who conduct regular maintenance activities such as pipeline repairs minor pipeline replacements canal cleaning and herbicide treatment to control aquatic weeds ECCID receives federal power power through the the Western Area Power Administration (WAPA) and maintains its own power power distribution line that serves the the pump pump stations wells and and outlying lift and and drainage pumps The proposed budget budget for for 2019 and the the long-range budget budget for for the the next six years includes an an an an annual allocation of approximately $1 6 million dollars for Capital Projects including the rehabilitation of ECCID’s six 100-year old Main Canal Pump Stations
and and upgrades for the Supervisory Control and and Data Acquisition (SCADA) System Additionally ECCID is is is developing a a a a a a a district-wide meter replacement program and implementing a a a a a a a Geographic Information System for for mapping right of way interests and infrastructure as as as well as as as tracking maintenance activities throughout the district ECCID is is a a a a a a Groundwater Sustainability Agency (GSA) and is is working with other local agencies (GSAs) to develop and implement a a a a a a Groundwater Sustainability Plan
