COUNTY COMMENT %u2022 November 2024 8HOW TO BUILD A SUCCESSFUL CULTURE: PART 2By Jay Hall, KAC Deputy Director & General CounselWe all want a good culture within our organizations. Good culture is what makes it easier to come to work in the morning, and what ultimately sustains successful organizations, even during difficult times. Good culture is essential to long-term success.But not every organization has a good culture. Not only that, not everyone knows how to cultivate a good culture within an organization. Thankfully there are some tips on how to create and develop a good organizational culture that will help sustain long-term success within your organization.So, what should we want as the core values that feed into the culture we develop? Remember, those values must be things that we reward, not just things that we talk about. Talking about one thing but rewarding something different or even in conflict will create a mismatch that can be both frustrating and confusing.For that we must look to the expectations of our constituents. When people look to government, they want to see fairness. People want to know that everyone is being treated equally, and that everyone, no matter their situation, can get the same service and respect from government. Fairness is a basic expectation of government. We can probably all think of examples for either ourselves or our constituents raising a complaint based on a belief that something within government was simply unfair. Therefore, the value of fairness must be a part of the culture of county government. We cannot stop with just fairness, however. We must add to that trustworthiness. Simply put, people must believe that their government can be trusted. While jokes may abound about whether or not government can be trusted, it is critical that our constituents can trust county government. Being trustworthy also builds into fairness. If people believe that county government can be trusted, they will likely also believe that county government is treating people equally. On the other hand, if people believe that county government cannot be trusted, they are much less likely to believe that county government is fair. These two values go hand in hand. Being fair and being trustworthy are musts for county culture because these two things are basic expectations from our constituents. Beyond these two basics, you can add a lot of different things, but those two things are musts.So how do we build a culture of fairness and trustworthiness? We must reinforce those values through words, but more importantly through actions. We must recognize when county officials are embodying the values of fairness and trustworthiness so that both the public and other county officials recognize that this is an important value within the county. Think about using down times or breaks to network with people from other counties. Ask how they solve some of the same questions that face you in your county.
