Chairmaru I. PROSPER,O E DE VERA III, DPA, lrerein referred to as "FIRST
PARTY";

The IFUGAO STATE LINWERSITY, a public Higher Education Institution
established under RA 972) with principal office at Nayon, I-amut, 3505 lfugao,
represented herein by its President, EVA MARIE CODAMON - DUGYON,
PhD, herein referred b as "SECOND PARTY"
WITNESSETH: That,
WHEREAS, with hundreds of Filipinos infecte{ tens of deaths, and many more in
danger of infectiorl the Philippire is a.ffected by COWD-19 which was declared by the World
Health Organization as a panderrric on 11 March 2020;
WHEREAS, President Rodrigo Roa Duterte, tfuough Proclamation No. 922 dated 8
March 2@0, enjoins all goverment agencies "to render fuIl assistance and cooperation and
mobilize necessary resources to undertake critical, urgent, and appropriate response and
measures in a timely marmer to curtail and eliminate the COWD-19 threat";
WHEREAS, on 16 March 2020, the President, through Proclamation No. 929, declared a
state of calarity for a period of six months and further reiterated the caII for government
agerries to mobi.lize necessary resources to curtail and eliminate the COVID-19 threa!
WHEREAS, the SECOND PARTY has tIrc expertise and facilities to produce necessary
goods and deliver important s€rvices to assist security, healttu and local govemment front
liners in their respective localities;
WHEREAS, the FIRST PARTY recogrizes that there is a need to provide additional
financial support to the SECOND PARTY in order to upgrade their institutional capability and
sustain the production of much needed goods and/or the delivery of important s€rvices;
WHEREAT CHED during its meeting on 24 March 2020 ia Zoom approved the
guidelines for the release of finarrial assistance to State Universities and Colleges producin$
goods and/or delivering services to curtail and eliminate the COVTD19 threa|
WHEREAS, in the same CEB meeting the Commission authorized the Chairman to
approve projecb endorsed by concemed CHED offices;
