through the Secretary of Education and Culture, a detailed report setting forth the progress,
conditions and needs of the University.

SECTION 19. In addition to the present appropriations of the institutions of higher learning
integrated in his Decree the sum of ONE MILLION PESOS (P1,000,000.00) is hereby authorized
to be appropriate to carry out the purpose of this Decree. Thereafter, funds needed for the
maintenance and continued operation of the University shall be included in the Annual
Appropriation Act.

SECTION 20. Republic Act Nos. 6507 and 3442, and such other laws, acts, decrees, or executive
orders contrary to or inconsistent with this Decree are hereby repealed or amended accordingly.

SECTION 21. This Decree shall take effective immediately.
