may, within 10 days after notification of the action, file a written appeal with the
Village Board.
(2) A fee of $25 shall accompany any appeal to the Village Board for their ruling.
This fee may be refunded if the appeal is sustained in favor of the appellant. The
written appeal shall be heard by the Village Board within 45 days from the date of
filing. The Village Board shall make a final ruling on the appeal within 60 days
from the date of filing.
13.16 AUDIT.
The Village shall conduct an annual audit to maintain the proper proportion between
users and user classes of the sewer service charge system, and to ensure that adequate
revenues are available to meet operation and maintenance expenses, replacement and
debt service costs.
