(13) APPLICABILITY OF ETHICS CODE. This Ethics Code shall be operative in all
instances covered by its provisions except when superseded by state law or when
the application of a state statutory provision is discretionary but determined by the
Ethics Board to more appropriate or desirable. When an ethics complaint is filed
against the Village Police Chief, a police officer or a firefighter, the complaint
shall be referred to the Village Board for processing in accordance with ยง61.65 of
the Wisconsin Statutes.
(14) SEVERABILITY. If any provision of this ordinance is invalid or
unconstitutional, or if the application of this ordinance to any person or
circumstances is invalid or unconstitutional, such invalidity or unconstitutionality
shall not affect the other provisions of application of this ordinance that can be
given effect without the invalid or unconstitutional provision or application.
