Chapter 9 - Peace and Order

(3) SITE ACCESS. Access to any site, public or private, where a prohibited
        discharge is indicated or suspected will be provided to Emergency Management
        officers and staff and to Village Police and Fire Department personnel for the
        purpose of evaluating the threat to the public and monitoring containment, cleanup
        and restoration activities.

(4) PUBLIC PROTECTION. Should any prohibited discharge occur that threatens the
        life, safety or health of the public at, near or around the site of a prohibited discharge
        and that the situation is so critical that immediate steps must be taken to protect life
        and limb, the Coordinator of Emergency Management, or in his absence the Deputy
        Coordinator, or the senior Village police or fire official on the scene of the
        emergency may order an evacuation of the area or take other appropriate protective
        steps for a period of time until the President of the Village or the Village Board can
        take appropriate action.

(5) VEHICLES TRANSPORTING OR STORING HAZARDOUS MATERIALS.

        (a) Prohibited From Parking and Being Left Unattended. No motor vehicle which
                 is in the process of storing or transporting hazardous materials or hazardous
                 substances shall be parked or left unattended within the Village, whether
                 on public or private lands, within 300' of any single or multiple family
                 residence, apartment building or school except for the following purposes:

                 1. To deliver or pick up such materials or substances to or from
                          customers.

                 2. To clean up any hazardous materials or substances.

                 3. To comply with applicable traffic regulations.

                 4. To effect repairs to the motor vehicle or trailer in emergency
                          situations.

                 5. To engage directly in construction work within the area.

        (b) Definitions.

                 1. Hazardous material shall have the meaning as set out in 49 C.F.R.
                          171.8 and 172.101.

                 2. Hazardous substance shall have the meaning as set out in
